Why a group, not a single company.
Harker International was formed to do one thing the prevailing model for digital operating businesses does poorly: hold for the long term and operate with sovereignty.
The thesis came from a simple observation. Most modern digital companies are built to be sold — often before they’re built to endure. The infrastructure is rented, the brand is leveraged, the customer relationship is brokered through a platform that can change its terms tomorrow.
We wanted a different shape: a small number of focused operating brands, each owning its stack and its market, held under a single patient parent. That’s Harker International.
2024
Harker (Private) Limited — co-founded by Justice Alexander Harker (Managing Director) and Shenali Norita Harley (Executive Director). Registered in Kandy, Sri Lanka (PV 00338032). The group has since scaled to five operating brands, with US reach through BrandShyp.

Sri Lanka
The group is registered and headquartered in Kandy. Sri Lanka is not an outsourcing relationship — it is the base. Justice operates from here; the in-country team is responsible for delivery, customer support, and trade facilitation.
SriLankaExport connects the country’s manufacturing base to international buyers across English, Sinhala, and Tamil markets. Hike Lanka serves the global adventure-travel audience seeking curated trekking experiences on the island.
United States
The Harker entity itself is Sri Lankan — there is no Harker International legal presence in the United States. The group’s US operating brand is BrandShyp, anchored in San Antonio: a city with the rare combination of a deep federal contracting ecosystem (JBSA), a strong technical labor base, and a culture that prizes operational discipline over hype. Shenali leads BrandShyp from Texas.
BrandShyp serves the federal IT contracting market and commercial growth-stage businesses. Shimmer Lane and True Natura serve the broader US market through that same operating network, with sourcing pipelines that reach back into Sri Lanka.
